SVHS out of video card
I have an ATI Radeon pro 9800 video card and it has an s-video out. ATI offers a small plug that is an S-video out to RCA plug composite. Would this work correctly for previewing After effects animations on a television set?

The S-video is not going to be a true video output using a specific comp size and a specific codec. Radeon isn’t going to support a video codec, it generates Open GL images so you will see your monitor on a normal TV screen but not something you want to use for viewing broadcast work. You especially don’t want to compare work through a composite output.
I’d look into the uncompressed cards that are amazingly cheap for their power. I suggest the Decklink personally.
As far as SVHS, that was an old mod of the VHS format. Are you trying to go to that format?

I just hooked my cards SVHS output up to an svhs monitor and realized that I would just get the computer screen and nothing pertaining making any broadcast decisions. Thanks again
