  Stuttering still images artifact

  Hi there,

  I have a composition that stutters when panning across still images. I have tried all types of frame blending, motion blur and adjusting frame rates.

  I have encoded the file using 400KBPS constant bit rate

  Any suggestions would be much appreciated.
