  Strange Adobe Premiere Multi Screen issue

  Here is a video of what’s happening to me. I can’t figure out if this is a graphic problem or a software issue with Adobe Premiere or something else I may have running.
  Essentially the playback option under preferences doesn’t fill the screen but cuts it off. It only fills the screen if I drag one window from one monitor to the other.
