  Stills open as Bitmap change to RGB save still doesn’t take changes

  I have a set of stills that open in PS as Bitmap. I change to RGB. Save As. Still will let you add Image layer adjustments, and looks like it will apply as a layer, but as soon as I hit Ok, it doesn’t take the changes, and the effect adjustment layer disappears. Why is this?
