I recently had a problem importing still pictures into an edit in Premiere Pro 1.5. The .jpg files imported fine, but when I inserted them into the Timeline, a number of them were the wrong size–usually much too large for the frame so that I got only a portion of the image. (On deadline, of course!) I had assumed they would all come in full frame, the way my viewer(s) displayed them.
I was able to resolve the problem, but cruedly; I went back to the original .jpg files, Resized them to 512 pixels height in a still editing program, reImported, and Overlayed. It worked, but it took some time I didn’t have.
Did I miss a setting in PPro? I don’t recall having the same problem in Premier 6.0 or some of the earlier edit programs I’ve used.

You could have done one of two things. The size is controlled by the Scale parameter of the Motion effect that is applied to every clip by default. Just scale it down.

You could have done that automatically if you had set your preferences to “Scale Clips to Project Dimensions…”.
