  Sponge tool desaturate not 100%

  Perhaps it’s meant to be this way, but can anyone tell me why desaturating using the sponge tool, set at 100%, does not desaturate 100%? It takes several passes going over the same area. Is there a way to desaturate the full 100% on the first pass?
