Sony Vegas Resizing Quality Loss?
I’m rendering videos for DVD Architect, so as MPEG2s and whatnot. However, in order to keep them within the safe area, I’m making them smaller. I do this by going to the track motion (the height:width ratio remains the same). It seems like making them smaller is reducing the video quality. Is this true, or is it just my imagination?

Yes. You are basically changing every pixel on every frame, so a hit in quality is to be expected.

Is there any method you can suggest that would avoid this?

Don’t shoot the video so tight that your need that space. Any re-encoding of the video will compromise quality.
