There was once, a long time ago a DeBugMode Shatter FX, then that became a WAX Plugin. I haven’t used it.
But here’s the thing: Your expectations are probably far greater than that which can be done without the need to spend much money.
Meaning:
Shatter Outcome Expectation >>>> Money you’d need to spend.
Or, to get what I think you want, you’d need to spend quite a bit.
Or, I’m wrong and somebody is aware of a freebie out there to fit your “Bill”.

July 11, 2016 at 5:39 pmJust do a search with “shattered glass explosion effect vegas” and you will see a number of YouTube tutorials which may be of help.

July 11, 2016 at 6:27 pmI only looked briefly at the 2nd YouTube video that pops up–length 8:47. The approach was to simply add the glass shattering effect in the track above the main video. Presumably you can find these pre-rendered effects files online that have an alpha channel so that the video on the track below will be seen. There is no reason this will not work in Version 13.

If you want to try to see if it works under your version of Vegas (not 100% sure it will) you can download the older Plugin-pac from this address: https://www.debugmode.com/pluginpac/ (This is the authors website and he still offers it if you need it)

There is one in Boris Continuum Completed called BCC 3D Extruded Image Shatter that will do exactly what you want. It also comes in the Boris Continuum Unit 3D Objects if you don’t want to buy all of BCC.

Actually yes I did see your post, but your link was pointing to Wax, I was pointing to the older Pluginpac not Wax.

Sure, but that isn’t supported any longer.
Within WAX you get the Shatter:
