When rendering…what is the highest output quality/rendering setting in pro 12. and also what plugin suites are available for vegas pro 12
primary use is for music videos and short films uploaded to youtube and vevo. -

Depends on what your camera is capable of and what your final format is. You have to keep track of Youtube encoding settings.
Upload some test clips and view them. Then create some rendering templates in Vegas. There is no magic one size fits all.
