    How come the playback of my editted clip has this weird shreddy motion blur? for example;

    ^This one I tried interleaving every frame and this happens. I also turned interleaving OFF and get the same result.

    the blur gets worse when the video image is smaller; and in 720p. I also tried rendering the clip from vegas without ANY edits; same result. I’ve recorded a game with Fraps at 90FPS and rendered it to 25 FPS, I also disabled resampling and get the same result; just slower frames in this one.

    There’s a big significance in blur quantity when watching in 720p

    I don’t see any motion blur problems even at 720p. I do see interlace artifacts but not motion blur. You really should render progressive to get rid of the interlacing.
