Someone want to sell me a plugin?
I am doing some tedious work generating some looping sequences.
Then I have to find the two most outer matching frames in order to trip and create the loop.
Does someone want to sell me a plugin to automatically find the two most outer matching loops in some footage?

Not a plugin but perhaps a technique? Perhaps you should post a few visuals to help illustrate your requirements.
