In Vegas you hold down the CTRL key and stretch out the video in the timeline.

You can also right click in the the track header of the track you want to slaw down and add velocity envelope, then drag the envelope line down to slow it down and the opposite to speed it up. you can double click on the velocity line to add points to work between if you wish. Hope this helps,
