Slightly OT: How to make a video look like it was shot with a camera that had a broken lens

I guess it depends on the actual look you’re going for. You could duplicate the clip a couple times above the original clip, resize, mask off portions, and put a slight blur on the different “pieces”. It would be much easier to build it as an effect inside Motion that you can just add to a clip. A lot more flexibility and ease of use.

As mentioned above I’d do something similar and base it all around something like a picture like this:

I’d defiantly do the comp in After Effects or Motion. It would be a headache creating it in FCP given it might be achievable.

The back-plate would have to be treated a lot with blur, chromatic abboration, sclices with various scaling / focus. Not to forget you’d like to simulate the cracked glass in front of this picture, preferable it should also be affected by the picture I tends of light. You might also want to play around with various oddities of light-leaks.
