  Should I change bit rate settings when rendering out for VP9 on Youtube?

  I have come a long way in a few days. I am just getting a few different answers when it comes to setting bit rate when I render out for Youtube. I want to get the VP9 codec applied to my videos. I will be using 2.7K video, in 23.9 fps and also 29.9 fps natively.

  Should I change bit rate settings or number of slices?? I have read some people who change both, but not one explains how they came to this decision.
