Shilo Design masking over some ornament plants, How ????

Please some one knows how to do this type of mask over vector/image file that Shilo Design did over some detailed ornament plants.
Please take a look on the link below, (at the end of the movie, “animating the ornament plants”:

I’ve tried vector Paint and Write-on but I couldn’t make it to work as clean and detailed animation as showned on the link above
