    you could actually dump it to VHS and recapture once or twice. that would make it bad enough to not be able to identify the person perpetrating the crime on video. seems to work for that industry. also, use a tape from your sister that had “Days of our lives” retaped on it 42 times, it will add noise and authentic security quality video!

    You could try one of the many ‘scan lines’ filters that are out there – or just make a series of horizontal lines in photoshop and use it as a matte – it’s just a set of lines to give the impression of tv scan lines. Soften it with a little blur and you’re good.
