I create graphics for a daktronics led ring that has a starting and end pixel point. Is there a way to create graphics so that when things run off the right side of the video (ending pixel) it runs back to the left side (starting pixel)? So that the ring looks seamless?

There are several ways you could do that. Add an adjustment layer on top of everything, add a transform effect and subtract your composition width in the X value of the position property. Then add a cc composite effect with rgb only checked off.

Another way to do it is to create a composition thats 3x as wide. Animate things in this one. Then duplicate it two times and displace it one time fully to the left and the other to the right. You’ll still may run into problems if you need things to do more than one “revolution”.

you can also try the offset effect (probably as an adjustment layer as Cassisus mentions)… simply animate the offset position, as the pixels go offscreen to the right, they will appear on the left.
