scrubbing effect/ video dj/ scratch video?
wondering if there is any plugins or methods designed for aftereffect (or premiere even) that would somehow simulate… basically scrubbing along the timeline…

If you wanted to be Rube Goldberg about it, you could motion-track the position of the playhead.
