That can easliy be achieved with keyframing uisng the Time Remap feature in the Motion tab, but of course you’ll have to learn how the keyframer works if you don’t know that already.

I just run tape backward and digitize noncontrolable, I get the distortion and everything.

I used Tinderbox bad TV in this spot but you could lay your material out to tape and then do a capture now while manually rewinding the tape.

You could try the Replicate filter and play with size and position settings.
