scaling causing strobing problems

I am editing a 4 screen video installation. In order to work on all the channels at once I have scaled them down to 24% and placed them side by side in a 4X1 arrangement. I notice that when I scale down a particular clip it causes an extreme strobing effect. I see this in my computer monitor as well as an NTSC viewing monitor.
The footage is a shot looking down a hallway at a door. The camera then zooms in to the door. During the zoom is when the strange strobing effect occurs.
No matter what I do I cannot seem to get rid of this problem. I have tried positioning the clip on an even number (86 x-axis, 0 y-axis), de-interlacing, flicker filter, adjusting the field dominance and changing the video processing settings.
The only thing that has slightly helped is changing the motion filtering quality to fastest (linear). This still does not get rid of the problem completely.
By the way this was all shot on DV using a VX2100 if that matters, though the original footage does not have this problem, just when it is resized.
If anyone has any advice it would be greatly appreciated.
