    The “3d” lines you are seeing is from a plug-in called Trapcode 3D Stroke. I know of no other way to accomplish that type of effect, which Trapcode plug-in are known for being able to do.

    If you do get the plug-in (demo is available from the website) it is relativley easy to accomplis this.
    First create a solid and use the pen tool to make a path, open/closed doesn’t matter. Then apply the 3D stroke effect. Now to get it to look 3D you have to create a new camera, but do not turn the stroke layer into a 3D layer. It is just how the effect works, it simulates 3D in a 2D view.

    Next, you can change the position and other things by changing 3D Stroke properties, but also it you really want to get crazy move the camera around and watch your stroke change. It’s really cool if you make it look like it is heading for the camera.
