The example you posted is time lapse footage.
It can be done with a still camera even. The path of the camera needs to be well planned ahead.
To achieve this in AE and shooting in DV you need to speed up the fotage. The problems will appear though with camera moves.

Thanks so much for your response.

Would something like Dragon Stop Motion with a DSLR do the trick.

I agree with the camera movement issue. Keeping the illustrator out of camera view is going to interesting.
