    Yes, it does somewhat to a degree…..but is a bit time consuming.

    Bézier Masking is the tool you need.
    If this has to track a moving object over a period of time, you’ll need to learn how to keyframe the mask to follow the action.
    The online help menu in Vegas does a decent job of explaining this tool.
