    Hi!

    I don´t know about motion blur not affecting rotation but you might try to apply CC Force Motion Blur to fake it.

    Hope it helps.

    Motion Blur SHOULD kick in for all the Transform properties except Opacity. Something pretty basic should be at fault. CC Force Motion BLur will help but you will need to precompose the layer(s).
