“Does OS X 10.4.8 Tiger have a way to reset itself back to an earlier date? Like that Microsoft Windows Machine.”

I have never haed of such a thing on windows (a what EXACTLY are yourefering to in windows)

The next macoperating system WILL have a feature called time machine that you can use to get old files, etc. However you will need a second hard drive to use it as it will need a place to make a archive of everything.
