reposition picture within mask
I have a picture, and I want to mask out the part I want, but instead of moving the mask, how can I reposition my picture within the mask.
In other words, I want the mask to lock in a certain location and not wanting to move it but re-position the picture to the area of the mask?

Use the pan behind tool.

Also if you use a layer as a track matte the matte layer stays in place.
