Repo and resize video under an animated matte with Track Matte.
I’m looking for a solution that does not involve nesting the video layer. I saw someone suggest putting a “Transform” effect for resizing and “Offset” for repo (both above the Track Matte in the effect tab). And that works for minor adjustments. But the video layer gets cropped if I shrink the video down or repo it too much. In one case I have an animated matte (white on black) for each of five video layers. I need some video layers shrunk down about 40% and moved far to one side. The above method won’t work for that scenario.
I am looking to do this within Premiere. I’m on PP 13.1.5 (2019). Is nesting my only option?

Nesting or using Ae. Please add your name to the chorus of professionals asking Adobe to make the Track Matte useful by not scaling the matte with the matted video layer. I don’t recall ever finding this behavior useful. They should make track mattes work like they do in Ae.
