Basic rule of thumb: render uncompressed from AE, then use Adobe Media Encoder to compress for various formats.
I think though you need to inform yourself a bit more about formats and compression in general. For DVD you need mpeg2 files, but most DVD creation programs, like Encore for example, have their own compression engine, so all you need is to drop in good quality files and the program will compress and format them for DVD. You also need to know the system you want your DVD to be- NTSC and PAL are the most common. Then you have to decide if you want a 4:3 or a 16:9 format. Based on the above you will choose the format for your project in AE and then the DVD creation software.
HD- there are various formats for HD as well. 1080p or 1080i, 720p or 720i, 24, 25 or 29.97 (30) fps. You need to know about that as well. The player will determine HD compression as well. A BlueRay may use a H264 compression with a .ts container, while a HDD or regular computer .divx, .mkv, .avi and so on.

In that situation, use Encoder to render a DVD PAL preset, or Encore to create the DVD (4:3 or 16:9, depending on your footage).
For YouTube HD you can use one of the .flv or .f4v containers. An .mp4 container for H264 compression works well also.

you can either render uncompressed in AE, 1080p, 25 fps is probably what you want, uncompressed animation could be a codec to use, OR open the AE project in Encoder, select the comp and compress directly.
