If I render my videos in HDV 1080 and then export to DVDA at 720 x 480, will I get a better picture than rendering in 720×480?

What are the properties of your source videos (where are they coming from)?

To get it onto DVD (for playback in a DVD Player), DVDA will adjust it to dvd-compliant resolution.

So the rendering will have to be done at some point (to 720×480 in your example). If you mean from the Vegas timeline, then you can get more control (advanced options for rendering) going from the Vegas Timeline to dvd-compliant mpeg. But it won’t help to upscale if your original source video is DV (or less).
