I just wanted to make sure I’m doing things right here….
I want to burn a DVD that can play in Europe. I’m burning onto a DVD + R. I clicked enable all regions, and unlimited copies are allowed. Thus, the DVD I burn will be able to play in Europe correct?

Yes.
You can’t have it any other way for burned discs. Restricting copies and regions is only applicable to projects that will be mastered at a replication facility.
