Recommendations for Low Cost Channel in A Box systems?

Cheyenne & Arapaho Television is a small non commercial educational LPTV station and our old PlayBox Channel in a Box system is failing and it is time to get a new one (which is still an option) or change to something else.
i am looking for recommendations for a low cost “channel in a box” type system. Just 1 channel out, playlist editing, ingest, 2 or 3 layers of graphics capability, also compatible with DASDEC II for EAS.
H.264 QT Files with Closed caption sidecar files or MXF OP1a files with embedded CC files.
There is a Turkish company called Easy Media Suite that has an offering that I am looking at as well as an Italian company called Etere that has a system as well.
Are there any US companies besides PlayBox that has a sub $20K Chanel In a Box turnkey system?
Any other companies that you would suggest or to be wary of?
