Recommendations for Bokeh text write on effect
I have been tasked with creating a similar if not identical write on effect as seen in the link below. It was created by someone in our office but for some reason we are missing the project files. It appears to me that it is being generated rather then being individually created since this effect is used on over 20 text builds throughout the spot. Any help or suggestions would be greatly appreciated.

Although it might have been done in a completely different manner, you could try the following:
Make the project 32 bits. Make a copy of the text layer and turn on per-character 3D. Shrink the individual letters into small dots, pump up their color to HDR white and scatter them randomly. Use lens blur on this duplicate layer.
