It looks like you rendered the original files to WMV which is an extremely lossy format. Now you are rendering them to WMV again and resizing at the same time and loosing even more quality. The resize may be causing the blur. What you didn’t show us was the bit-rate tab. If the bit-rate is too low, the quality will suffer.
Optimally, you should render from your original high quality source files but if you don’t have them anymore, you should seriously consider buying some external drives and keeping your project source. Otherwise, you will loose quality with every render just like making copies of some old VHS tape.
