You would cut out the elements in Photoshop, but all animation in your given example is done in After Effects. Depending on your skill level in After Effects this may or may not be a quick question to answer. Any specific technique/look/part of the procedure you are having trouble with?

Thank you for responding. It looks like the people in the scene were painted somehow in Photoshop. I am guessing it was a photo that was stylized to look like that. Any ideas on how to proceed?

    I said trim dang it!

The people are old magazine illustrations, 40ies or 50ies. Before 1946 could be old enough not to have a copyright.

You might get something remotely similar by using the water color effect in Photoshop, but unless you need to depict specific people, I’d suggest looking for such illustrations.
