    I have an arrangement of clips on my timeline. I want to send one of them over to After Effects and perform some image stabilisation or whatever.
    This done I render it out and re-import it to premiere. I fit it into the allotted space but then I want to add a dissolve on the head and tail.

    Is there a way to automatically get it to add a set number of frames to the head and tail of each clip on export so that there is room for any transition effects later ?

    Yes, move the clip to a higher track and hit replace bij AE comp.
    Change duration of the comp in AE by adding the amount of frames for the handels. Now move the clip into the middle of the timeline and extend it on the left and right side. Add effect and go back into Premiere or render it out.
