    Hi there,
    I have a Quicktime file that is 1920*1080 wit a Animation codec and I would like to convert it to a .ts or .mpg file MPEG-2 video and MPEG Layer , 48000Hz Stereo(LR) wit a Data rate of 15 mbits/s.

    I have used Compressor, FFMPEGX, MPEG Streamclip, iSkysoft Media Converter

    Im not sure how to input the 15 mbps. The client has asked for these exact requirements and keeps sending back every render as wrong.

    Any help would be grate.

    I use Encoder mostly, but there should be a setting where you can establish the limit for the bit rate (if you use VBR you can set the target, max and min).
