Normally you would have to buy it. If you purchased 9.0 within the past 30 days (or maybe 60 days I’m not sure) you may be entitled to a free upgrade. I would contact Sony. Otherwise going from any major version (e.g., 9.0) to another major version (e.g., 10.0) is always something you must purchase.

As an existing Vegas customer you get a discount. I would make sure that you have registered Vegas and wait for an email from Sony with a special offer for the lowest upgrade price which will be lower than the upgrade price on the web site.
