I don’t know how to do it properly. i read the manual and looked online and i have tired different cameras, hvx 200, a jvc, and a little consumer panasonic, but when i tried to export the footage it is not being recorded onto the tape. the footage i have it 1080p at 29.97, well, the sequence setting is 1080i and i have fcp 7. i don’t get it this should be this difficult. are there any vid

You cannot send 1080i over firewire to a 480i mini DV camera or deck. This is not a limitation of FCP, it’s a limitation of the DV device.

You need to either downconvert the video to DV standard def first, or you need to take it to a post house that can lay it off to tape for you.
