    Hi
Trying to set up a common workflow between After Effects and Premiere so that a common custom s Curve or LUT is ALWAYS applied last in the render chain, whether I am rendering out from PPRo or AE.

My understanding of the render order in AE is simply within a composition, from bottom to top, and within each layer, from top to bottom.

So if rendering from AE I would simply use an adjustment top layer with my s Curve-LUT applied.

And if rendering from PPro, (equating sequences to compositions and tracks to layers), I would use a nested sequence and apply this same s Curve-LUT as my BOTTOM most effect to the nested sequence.

Am I correct in my logic?

I think that you have it right.

BTW, your summary of the render order in After Effects (though correct for this case) is a bit oversimplified. In case you care about the details, they’re here.
