Is there a way in PPCC2015 to have a dual monitor workspace for editing with the windows not free floating. I do not see any presets for dual monitor editing. Id love for it to be similar to FCP 7 with all the windows attached in the secondary monitor.

It’s pretty simple to get going. Drag out your first thing you want on your second screen (for instance, the clip bins) using the tab with the window title, and adjust it to the size of your second screen. As you drag out a second window, if you hover it over the new window on your second screen, you’ll see a green bar as you move towards the left/right/top/bottom of the window, and if you let go it’ll snap the new window to half of the main window. Hopefully that helps you out a bit.

Yes, but you have to create a custom workspace. Open the panels you want to see and dock them together onto the second screen. Or tear off a panel from the main screen and dock it into the arrangement on the secondary screen. Premiere lets you set up windows as floating, tabbed or docked into four quadrants within another panel. Then save this as a new workspace.
