I’ve been having this issue with premiere every so often, Ill add an effect to a clip (usually just a curve or something), render out the preview, and on playback I notice a stutter right at the cut from the effect shot to the next shot, & it isn’t the timeline dropping frames.

Stepping through the timeline frame by frame reveals that the clip with effect repeats the 3rd to last frame on the clip 3 times as the last 3 frames rather than showing the last 2 frames properly. If I alter or remove the effect forcing a re-render you can see the last 2 frames properly like they should be. Just now I rendered a timeline with about 15 clips with a curve and 3 of the clips have this issue(they are DSLR movs).

I’ve already submitted a bug report but I wanted to see if anyone else has/had this issue and was able to mitigate it. The issue makes it hard to trust rendering from previews for quick turnaround.
