Premiere 23.1in Ventura not saving changes to button bar under Program monitor

I just got a new Mac Studio, which allowed me to run Ventura, which allowed me to update Adobe Creative Cloud. Premiere Pro 23.1 is working except that it doesn’t save changes to the button editor. I keep adding basic buttons like overwrite and insert, but it doesn’t save the settings after I close out of Premiere. Anyone else experiencing this, and is there a solution? Thanks.

I found the same issue running Monterey in Premiere Pro Version 23.1 and 23.2. Strangely my colleague is running 23.2 on a windows machine and is able to save button bar changes. Has anyone else noticed this?
