    From the Help file:

    “Blend frames for smooth motion
Motion in a clip may appear jerky when you change the speed of a clip, or output to a different frame rate. Make sure that frame blending is on to create new interpolated frames that smooth the motion. Frame blending is turned on by default.

Choose Clip > Video Options > Frame Blend.”

    OR turn it off!

You will also find links to many free tutorials in the PremiereProPedia that will quickly show you how things are done in Premiere Pro.

I find that I get better results with Timewarp filter in the effects panel.

And it gives you 3 modes to work with for quality and speed.

it seems easier to use as well.
