Have successfully completed several effects but all have pixellation. We set up Comp to Best and to NTSC.
    System: AE 5.5.1, Mac G4, OS9.1, 704 MB memory.
processor speed: 400 Mh. Kindly help.

At what stage are you seeing the pixellation?

Can you see it in the comp window? Or is it introduced in the render. Are you rendering to a compressed format? If you’re rendering to DV, you may well be seeing the 4:1:1 downsampling of chroma in the DV codec.

Pix occurs in the Comp window as soon as I set keyframes.
Good images in AE render out nicely to our editor.
