Assuming the animated wavy line is footage, can you motion track it?

Take a look at the Create Null’s From Path script at the bottom of the window menu.

Null’s follow points will generate null layers attached to the vertex points of your wavy line’s path. You can can parent your precomps to it. You’ll probably not want it in a pre-comp, or to at least copy the wave line path out of it.
