November 2, 2016 at 7:42 pmSounds like a Mac user solution. Windows users do not have to keep uninstalling and reinstalling even a tenth as much.
Having done CGI on 4 different platforms since 1992 that is my take on it.But maybe.

November 3, 2016 at 1:57 amIt did not occur to me that others have the Windows 10 problems I do.
But now I am thinking that is exactly your situation.
Sometimes I too have unresponsive program icons and no program initiation. Especially on my older Toshiba laptop.What I do is this:
chkdsk is an old solution but with the old machines I hated doing it. But I started again this year because of all of the problems the constant Windows 10 updates cause. Broken icons and registry links in general being among them.
So Right click on the old Start Orb. Select Command Line as Administrator.
In the Command shell window type in chkdsk C:/f/r
If your disk is another designated letter use that. The “f” and “r” tell the computer to fix and repair what is found.
It may say it cannot lock onto the drive and ask if you want to do the operation when you restart. Type in “y”.Do a shut down and cold boot or do a restart. Let the computer go through the process. It can take hours. But let it go all the way through the process.
That will fix it ( probably) until MS updates a time or two more and breaks it again.
Also a maintenance utility like PCTuneup by AVG will help keep the system running smoother.
