Create your text layer to fill the entire canvas with whatever content you want. You’ll want the letters to be small and fairly close together so consider lowering the line spacing and tracking.

Put your face layer above your text layer. Select the face layer and and Create a Clipping Mask (Layer > Create Clipping Mask, or cmd-opt-g/ctrl-alt-g, or opt/alt click between the two layers in the layer palette).

For the added glow you can duplicate your two layers and merge them together, apply a gaussian blur to the merged layers and change its blending mode to Linear Dodge (Add).
