There are many out there.
They do various things to the image.
Many are very nice.

BUT…
Here’s a very FAST way to create a flash.

1. Add a new video layer above the clip(s) you want to “flash”:

2. On that layer, edit a one-frame clip of a WHITE color Matte.

3. Add a 5-frame Dissolve on the right side of that White Matte.

4. Render
