    Hi, you could use the Wave Warp effect with a high Wave Width setting.

    You could try to explore some scripts like

    but I think this was probably very carefully keyframe animated in a traditional animation style with almost no automatic process (no plugins or effects). probably with Ae shapes, and I believe that other than the stroke gaps offset, this was all by the hands of a skillful keyframe artist taking the time to make the right timing and movement of the paths. like this guy: https://www.youtube.com/watch?v=v0ibqyMXyLw
