    From the look of the character’s clothing, and the stiffness of it, it most certainly was done in a 3D package. It would be a relatively easy (if you know a 3D package well) task to animate the character walking, then, by working with a copy or clone of that 3D character, attach a particle system that would emit from every vertex, or x number of vertices, etc. This would give you the animated shapes which appear to revolve around and emit from, the character. Not a simple job if you don’t know a 3D package, and not something you’d want to attack without, at the very least, the included version of C4D in After Effects CC.
